ADA - Americans with Disabilities Act

AGAR - Agriculture Acquisition Regulation (FAR supplement). See USDA.

Animal Information Retrieval System - U.S. Department of Agriculture database of animal protocol information used to track protocol approvals and modifications, personnel authorized by the protocols, approved species, and numbers of animals under the protocols.

Anti-Lobbying - No Federal appropriated funds have been paid or will be paid, by or on behalf of the undersigned, to any person for influencing or attempting to influence an officer or employee of any agency.

Allowable Cost - A budget item which is acceptable by federal or institutional guidelines

Amendments - An alteration of a solicitation issued by the contracting agency to all potential offers prior to the time for receipt of bids or proposals; revision/change to an agreement.

Appointment - Faculty members are appointed for either 9-month or 12-month terms (because the traditional academic school year is 9 months). Contact RF Project Payroll to determine a faculty member’s appointment length and salary. Verify for faculty budget.

Applied Research - Studies aimed at more complete knowledge in light of a particular application.  Clinical trials and product testing would fall into this category.

Accounts Receivable Number AR Number - Associated with every master project number is an accounts receivable number, that tracks money received from sponsor. = Rec Proj #
 
An AUTHORIZED ORGANIZATIONAL REPRESENTATIVE (AOR)/AUTHORIZED REPRESENTATIVE is the administrative official who, on behalf of the proposing organization is empowered to make certifications and assurances and can commit the organization to the conduct of a project that grant body is being asked to support as well as adhere to the various grant body policies and grant requirements.
 
ASSISTANCE AWARDS are awards that entail the transfer of money, property, services or other things of value from the Federal government to a recipient to accomplish a public purpose of support or stimulation. In the case of grant body, assistance awards involve the support or stimulation of scientific and engineering research, science and engineering education or other related activities. Some grant bodies are authorized to use grants or cooperative agreements for this purpose.

Audit - Formal examination of projects or financial situation to look for irregularities in accounting.

Award - Funds that have been obligated or appropriated by a funding agency for a particular project. Sponsored program awards come in the form of grants, cooperative agreements, and contracts.

Glossary Name : B

Budget - Listing of proposed expenditures; a guideline for spending; one component of a proposal; required budget details vary from sponsor to sponsor.

Bridge Award - Grants investigators supplemental funds to continue research while they revise their applications, apply for renewal, or continue gathering preliminary data to improve their grant proposals with, for example NIH applications.

Broad Agency Announcements - An announcement of a federal agency’s general research interests that invites proposals and specifies the general terms and conditions under which a proposal is submitted or an award may be made.

Budget Period - The time period during which a particular increment of funding may be used. A 1-year project probably has 1 budget period. Multi-year projects may have funds awarded in annual budget periods. 

Basic Research - Studies that will extend knowledge and understanding in a particular field, without regard to potential application.

Glossary Name: C

Collaborative Agreement - A legally binding agreement regarding a collaborative arrangement with another educational institution or the equivalent (e.g. Springfield Public Schools, Forest Institute on a sponsored project whereby that institution’s Principal Investigator plays a significant role in the development of the project and in the preparation of the proposal.

Cooperative Agreement - An award similar to a grant, but which implies substantive mutual interaction between the sponsor and the award recipient.

Cost Basis - The amount of an award (the total award or a portion thereof) which is used to calculate F&A. The basis can be the Modified Total Direct Costs (MTDC) or Total Direct Costs (TDC).

CFDA - Catalog of Federal Domestic Assistance Additional Information: http://www.cfda.gov

CFDA Number - Catalog of Federal Domestic Assistance - 6 digit number that is formatted as: XXX.XXX. A CFDA number is assigned to all forms of federal assistance, everything from grants to social security retirement funds. This number can usually be found on the award document. The entry blank for the CFDA number is on the “sponsor information” section. It is important to record this number for audit purposes. See additional information at http://www.cfda.gov

Code of Federal Regulations (CFR) - An annually revised codification of the general and permanent rules published in the Federal Register. Additional Information: http://www.access.gpo.gov/nara/cfr/cfr-table-search.html

Conflict of Interest Form (COI) - Federal law requires that universities receiving federal funding maintain and enforce policies about potential conflicts of interest. As a result, all persons responsible for the design, conduct, or reporting of research or other activities on all sponsored programs are required to disclose any potential conflicts of interest, financial or otherwise, that might arise. For example, if a faculty or his/her family member owned a business that stood to profit as the result of a sponsored activity, that must be disclosed. Conflict of interest forms must be filed annually. It is the individual’s responsibility to report any changes to the information provided on the form.

Closeout - The completion of a grant period. Project is closed and final reporting documents are submitted per agency requirements.

Contracts - A vehicle for the procurement of property or services (e.g., drug development, R&D services, evaluation, training, etc.) with specific obligations for both sponsor and recipient. The terms of a contract are more restrictive than a grant and there is less flexibility.

Change Order - A modification to an existing purchase order. Often used to add time and/or funds.

Carry-Over - The ability of grantees to use grant funds from one budget period (typically, one year) in the next period. For NIH: 45 CFR Part 74 (known as the expanded authorities), which applies to most R (but not R41 or 43), P, K, and T series grants.

Co-Principal Investigator (Co-PI) - An individual involved with the principal investigator in the scientific development or execution of a project. This individual typically devotes a specified percentage of time to the project and is considered to be key personnel.
 
Co-PD - Co-Project Director - An individual involved with the Project Director in the scientific development or execution of a project. This individual typically devotes a specified percentage of time to the project and is considered to be key personnel.

Competing (Proposals) - Proposals that are submitted for the first time or unfunded proposals that are resubmitted must compete for research funds. Ongoing projects must compete again if the term of the original award has expired.

Copyright - The legal right granted to an author, composer, playwright, publisher, or distributor to exclusive publication, production, sale, or distribution of a literary, musical, dramatic, or artistic work. It is important both to gain permission to use copyrighted material for the purposes of a sponsored program, as well as to protect project-developed work.

Cost-reimbursable - A type of contract in which the sponsor pays for costs incurred up to a set amount.

Cost Share - Institutional or third party contributions to a sponsored project. Cost sharing may be required (e.g., for many equipment or renovation grants) or voluntary. If cost sharing is included in a proposal (e.g., faculty time is listed as without cost to the project) that cost sharing MUST be posted to the project account for federally funded projects.

Consultant - An individual that provides professional advice or services on the basis of a written agreement for a fee. These individuals are not normally employees of the organization receiving the services. Consultants also include firms that provide professional advice or services.

Clinical Trial - A clinical trial is defined by the Public Health Service as “A controlled study involving human subjects, designed to evaluate prospectively the safety and effectiveness of new drugs or devices or of behavioral interventions.” Clinical trials are frequently multi-centered, i.e., investigators from a number of institutions follow the same study protocol and results from all investigators are pooled for analysis.

Contractor - A third party who has entered into a written agreement with a grantee - written agreement to acquire routine goods or services.

Default - Failure of the grantee to produce as promised; failure to meet the terms of an agreement.

Donation - Transfer of equipment, money, goods, services, and property with or without specifications as to its use. Sometimes donation is used to designate contributions that are made with more specific intent than is usually the case with a gift, but the two terms are often used interchangeably. (Also see Gift)

Disclosure Statements - Statement made to reveal or uncover information perhaps not known to another.

Direct Time - Persons who are hired specifically to work on sponsored projects (e.g., research assistants and associates) have direct appointments to the project and their salaries are paid directly from project funds. Should project funding end, the appointments end. Off-duty quarter salary for nine-month faculty members is also paid by a direct appointment.

End Date - The last day on which commitments can be incurred and personnel paid from a sponsored project.

Equipment Expenditures - Money spent on equipment.

Encumbered - Funds which are not free for use because they have been expended or committed.

Endow - A fund usually in the form of an income-generating investment, established to provide long-term support for faculty/research positions (e.g., endowed chair).

ERA - Electronic Research Administration. See additional information http://era.nih.gov/. Conducting research administration by utilizing electronic resources such as the Internet, the world wide web, form templates, databases, and other electronic tools. Expenditures - Costs charged to sponsored project accounts to pay for personnel, travel, supplies, etc.

F&A - Facilities and Administrative Costs (indirect costs, overhead)

F&A Costs - Facilities and Administrative Costs. F&A costs are those costs (e.g., libraries, heating and lighting laboratories, etc.) that cannot easily be allocated to individual projects. F&A costs are charged to projects as a percentage (the F&A rate) of salary and fringe paid the grant.

F&B (FB) - Fringe Benefits. Costs paid by the employer for the employee, such as insurance, workman’s compensation, etc.

Flow-down Clause - When a subcontract is issued, unless otherwise specified, the responsibilities and privileges granted in the prime award are applicable in the sub-award.

Federal Demonstration Partnership - A cooperative initiative among some Federal agencies, including NIH, select organizations that receive Federal funding for research and certain professional organizations. Its efforts include a variety of demonstration projects intended to simplify and standardize Federal requirements in order to increase research productivity and reduce administrative costs. Fiscal Reporting - The reporting of expenditures required by most sponsors so that they can monitor the use of their funds by the PI. See Financial Status Report.

Fixed-price Agreement - A type of contract in which the sponsor pays a set amount, regardless of how much or how little it actually costs to complete the work. Commonly used for clinical trials.

FastLane - NSF Information System. FastLane is an interactive real-time system used to conduct NSF business over the Internet. See website http://www.fastlane.nsf.gov/

Fiscal Year - A 12-month period of time during which accounts are kept. Missouri State’s fiscal year is July 1 - June 30.

Gift - Voluntary and irrevocable transfer of money, services or property (e.g., equipment, personnel time and skill, etc.) from a donor without any expectation of, or receipt of, direct economic benefit or provision of goods or services from the recipient.

Grant/Contract Officer - A sponsor's designated individual who is officially responsible for the business management aspects of a particular grant, cooperative agreement, or contract. Serving as the counterpart to the business officer of the grantee/contractor organization, the grant/contract officer is responsible for all business management matters associated with the review, negotiation, award, and administration of a grant or contract and interprets the associated administration policies regulations, and provisions (For definition of scientific officer, see Program/Project Officer.).

GA - Graduate Assistant (Associate). The term Graduate Assistant refers generally to all graduate students enrolled at the University who are employed to assist a faculty or staff member in the areas of administration and research or to serve in some instructional capacity.

Grant - A grant (or contract) is an agreement formalizing the transfer of money or property from a sponsor in exchange for specified services (e.g., research and development), sometimes including proprietary rights to and products derived from the services, and including financial and/or technical reporting by the recipient as to the actual use of the money or results. A type of financial assistance awarded to an organization for the conduct of research or other program as specified in an approved proposal. A grant, as opposed to a cooperative agreement, is used whenever the awarding office anticipates no substantial programmatic involvement with the recipient during the performance of the activities. The agreement is enforceable by law, and performance is usually to be accomplished within a specified time frame, with payment being subject to revocation for cause.


Grantee - An institution that receives a grant or cooperative agreement and assumes legal, financial, and scientific responsibility and accountability for the funds and performance of the activity. In certain cases, a grantee may be an individual.

Grantor - The organization or individual awarding a grant or cooperative agreement.

Indemnification. Indemnification is an agreement whereby one party guarantees to protect a second party from a defined risk - A party accepts the liability to protect another for acts against it.
 
Institutional Animal Care & Use Committee. Reviews all projects proposing to undertake any research activity involving living, vertebrate animals. Ensures compliance with requirements set forth in university and sponsor policies and guidelines.

Invoicing. The process of sending a sponsor an invoice/bill to be reimbursed for expenditures.

This “property” can be protected by patents, copyrights, trade secrets and trademarks. These protections are used to prevent others from the unauthorized manufacture, copying use or sale of the property in tangible form. Inventions are novel and unobvious, and can be protected by patents when practiced. Expressed ideas consist of literature, music, art, software, etc. When these ideas are expressed in a tangible medium, they can be protected by copyright.Glossary Description: Intellectual Property (IP). Memorandum of Understanding. A document providing a general description of the responsibilities that are to be assumed by two or more parties in their pursuit of some goal(s).
More specific information may be provided in an associated SOW. A formal name for the contract jointly prepared by labor and management incorporating matters on which agreement is reached through negotiations, or meeting and conferring. The memorandum, having the force of a contract, is subject to ratification by membership.

Misconduct in Science. Includes, among other practices, data fabrication, data falsification, destruction of data for fraudulent purposes, plagiarism or abuse of confidentiality in proposing, conducting, reviewing, or reporting research. Allegations of misconduct should be reported to the director of OSRP.
 
Modified Total Direct Costs. One way of calculating the cost basis for charging F&A. It is the total direct costs minus equipment; capital expenditures (alterations & renovations); charges for patient care and tuition remission; rental costs; scholarships and fellowships; and the portion of each sub-grant or subcontract in excess of $25,000, defined in IDC rate agreement.

Negotiation. The process of submission and consideration of offers until an acceptable offer is made and accepted. A dispute resolution process through which parties (negotiators) work together at developing a voluntary settlement of their differences. The terms "negotiation," "collaboration," "consensus building," and "collaborative problem-solving" can be used interchangeably.
 
Non-Competing Continuation. A project approved for multiple-year funding where funds are typically committed only one year at a time. At the end of the initial budget period, progress on the project is assessed. If satisfactory, an award is made for the next budget period, subject to the availability of funds. Continuation funds do not compete with new project proposals.
No Cost Extension. Extension/lengthening of time period in which awarded funds may be spent.

Glossary Acronym: P
 
Proposal: A written request for funding, usually in response to a call for proposals. An application for funding that contains all information necessary to describe project plans, staff capabilities, and funds requested. Formal proposals are officially approved and submitted by an organization in the name of a principal investigator.
 
P/PO: -  A sponsor's designated individual officially responsible for the technical, scientific, or programmatic aspects of a particular grant, cooperative agreement, or contract. Serving as the counterpart to the principal investigator/project director of the grantee/contractor organization, the program/project officer deals with the grantee/contractor organization staff to assure programmatic progress. (For definition of business officer, see Grant/Contract Officer.)
 
PA - Program Announcement: Describes existence of a research opportunity. It may describe new or expanded interest in a particular extramural program or be a reminder of a continuing interest in an extramural program.
 
Prior Approval: Written approval from the designated Grants Management Officer required for specified postaward changes in the approved project or budget. Such approval must be obtained prior to undertaking the proposed activity or spending NIH funds.
 
Patent: A grant made by a government that confers upon the creator of an invention the sole right to make, use, and sell that invention for a set period of time. Inventions that are conceived or developed as part of a sponsored project are subject to reporting and transfer of certain rights to the sponsor.
 
Peer Review: A system for evaluating research applications that uses reviewers who are the professional equals of the applicant. NIH: Peer review process used is Dual review system . The first level of review provides a judgment of scientific merit. The second level of review, usually conducted by an advisory Council, assesses the quality of the first review, sets program priorities, and makes funding recommendations.

PI - Principal Investigator: The individual responsible for the conduct of research or other activity described in a proposal for an award. A qualified person designated by the a
 
Purchase Order (PO): A standard contract for provision of services or supplies.
 
Project Period: The total time for which support of a project has been recommended (usually no more than 5 years), consisting of one or more budget periods. Competing extensions of a project period are subject to peer review, reevaluation of the activity, and re-competition for available funds.
 
Pre-Proposal: A statement in summary form of the intent of the applicant to request funds. It is used to determine the applicant’s eligibility and how well the project can compete with other applications and eliminate proposals for which there is little or no chance for funding.
 
Patent Reporting: Notification given to a sponsor if a patentable product is developed under the auspices of a sponsored project.
 
Procurement: All stages of the process of acquiring supplies or services, beginning with determination of a need for the supplies or services and ending with contract completion and closeout. The process of buying services and supplies.
 
Protocols. The plan for the course of a scientific experiment. When a PI is conducting research that involves human or animal subjects, the procedures must be approved by the appropriate review committee. A protocol number is assigned when approval has been granted.

Receivables: Funds received from sponsors, either to reimburse us for expenditures on a project or to pay a fixed-price for a contract.
 
Research Administration: The administration or management of research activities; ensuring research stays within mandated guidelines and regulations.
 
Reporting: Periodic detail of sponsor required information, technical or fiscal in nature.
 
Requisitation: A requisition is generally a “request” for a certain commodity - a service or product that a PI wishes to buy as a part of a research project.
 
Request for Applications (RFA): Announcements that indicate the availability of funds for a topic of specific interest to a sponsor. Proposals submitted in response to RFAs generally result in the award of a grant. Specific grant announcements may be published in the Federal Register and/or specific sponsor publications. (Also see Broad Agency Announcements.)
 
Renewal Proposal: A proposal for the renewal of an existing grant.
 
Release Time: The time that faculty and staff members who are already paid from department or college operating accounts spend on a project. When a release time appointment is charged to a project, the appropriate salary and fringe benefit amounts are transferred back to the organization/fund identified on the release time form.
 
Request for Proposal (RFP): Announcements that specify a topic of research, methods to be used, product to be delivered, and appropriate applicants sought. Proposals submitted in response to RFPs generally result in the award of a contract. Notices of federal RFPs are published in the Commerce Business Daily.
 
Request for Quotations (RFQ): A formal request from TAMRF to vendors for a price quotation on equipment or supplies to be purchased.

Solicitation. A call for proposals.
 
Salary and Wages (S&W): Payments made to employees of the institution for work performed.
 
Signiture Authority. Employee authorized to execute proposals and contractual agreements on behalf of the institution.

Supplemental Compensation. Money that is paid to someone above and beyond his/her normal salary.
 
Sub-Contract. A form of contract for services that generally includes a detailed scope of work and estimated itemized budget. Subcontracts are awarded to an organization or institution, not to an individual. A document written under the authority of, and consistent with, the terms and conditions of a prime award that transfers a portion of the research or substantive effort of the prime award to another institution or organization.
 
Start Date. The date which the research will/is proposed to begin.

Scope of Work (See Statement of Work). A document prepared for the customer during project initiation and planning that describes what the project will deliver and outlines generally and at a high level all work required to complete the project.
 
Sponsored Program Director: Primary Research Foundation contact person.
 
Sponsor. The organization that funds a research project. An external agency that provides funding for a university scholarly activity.
 
Sub-Recipient. A non-Federal entity that expends Federal awards received from a pass-through entity to carry out a Federal program, but does not include an individual that is a beneficiary of such a program. A sub-recipient may also be a recipient of other Federal awards directly from a Federal awarding agency.

Subcontract, Subgrant, or Subagreement A document written under the authority of, and consistent with the terms and conditions of an award (a grant, contract or cooperative agreement), that transfers a portion of the research or substantive effort of the prime award to another institution or organization.
 
Supplemental (Rebudgeting or Modification) Proposal A request to the sponsor for additional funds for an ongoing project during the previously approved performance period. A supplemental proposal may result from increased costs, modifications in design, or a desire to add a closely related component to the ongoing project.

Glossary Acronym: T
 
Termination. Permanent withdrawal of a grantee’s authority to obligate grant funds, pending either corrective action by the grantee, as specified by NIH, or a decision by the NIH to terminate the award.
 
Terms and Conditions. The legal requirements imposed by an agreement, based on statute, regulation, policy or other documents referenced in an award or specified by an award document.
 
Time and Effort Reporting. System used to document faculty and staff time spent on sponsored projects, as required by federal law.
 
Total Direct Costs. One way of calculating the cost basis for charging F&A. This method calculates F&A on the entire budget. Missouri State charges on TDC when full F&A is not recovered.

Unrestricted Funds. Monies with no requirements or restrictions as to use or disposition. Grants, contracts, and cooperative agreements are considered to be restricted funds, while gifts are usually considered unrestricted funds.
 
Unilateral Award. An award made by a sponsor to an organization without considering competitive proposals. Unilateral awards are most often made when unsolicited proposals receive favorable treatment.
 
Unsolicited Proposal Proposals Proposals submitted to a sponsor that are not in response to an RFP, RFA, or program announcement. (See also Investigator-Initiated Proposal.)
